at the recent 2011 annual conference of the china association of fluorine and silicone material industry, the "12th five-year" plan in the fluorine chemical industry was officially released. the plan proposed the capacity and yield targets of inorganic fluoride and hydrofluoric acid, stressing the structural adjustment, the improvement of industrial access standard and the industrial transformation and update.
in the plan, by 2015, the overall capacity of inorganic fluoride and hydrofluoric acid would be controlled within 1.6 million tons and the yield within 1.1 million tons; the numbers for fluoride salt would be 1.2 million and 900,000 tons respectively; the overall capacity of fluorinated paraffin and ods substitute would be controlled within 1 million tons; the overall capacity and yield of fluoropolymer would reach 134,000 tons and 94,000 tons respectively.
as proposed in the plan, by the end of the 12th five years, the overall capacity of fluorine chemicals would reach 4.5 million tons. the proportion of medium and high end products would be upgraded by 20 percent and the total output value is estimated to be 150 billion yuan.
the fluorine chemical industry is acclaimed as the "golden industry" because of its high technology, high performance and high added value, but the current fluorine chemical industry encounters duplicate construction at lower level, unlimited expansion of capacity which leads to orderless competition and over-consumption of fluorite resources, seriously influencing the sustainable development of the industry.
as pointed out by yue rundong, honorary chairman of china association of fluorine and silicone material industry, in view of the current problems in the industry, restructuring and resource optimization are essential in enhancing the added value of fluorine products and materials and to realize the rational utilization of limited resources. hence, the plan lays stress on restructuring towards better technology innovation ability and industrial core competitiveness to enhance the access standard, phase out undeveloped technique, outmoded equipment and heavily polluting devices, as well as promoting industrial transformation and upgrade.
in addition, as disclosed by mei shengfang, deputy secretary of china association of fluorine and silicone material industry, the ministry of industry and information technology issued the access conditions for hydrogen fluoride in march of this year. in order to ensure the feasibility of access conditions, the association is working out the implementing regulations on access conditions for hydrogen fluoride and comments will be solicited from the public soon.
